Will Consider &#8216;Hybrid' Approach to Net Neutrality<\/a>.<\/p>\n<p><iframe loading=\"lazy\" title=\"Don&#039;t Flush Our Rights Down The Toilet\" width=\"1200\" height=\"675\" src=\"https:\/\/www.youtube.com\/embed\/UNM8Z1lm9bM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe><\/p>\n<blockquote><p>The Federal Communications Commission will soon consider a proposal that would grant the agency regulatory authority over the\u00a0<a href=\"https:\/\/io9.com\/5330104\/the-third-world-war-will-be-fought-over-information\/\" target=\"_blank\">flow<\/a>\u00a0of\u00a0<a href=\"https:\/\/io9.com\/the-weirdest-angriest-and-most-heartfelt-comments-on-1628389996\" target=\"_blank\">Internet traffic<\/a>\u00a0between content providers and Internet service providers,\u00a0<a href=\"https:\/\/www.nytimes.com\/2014\/11\/01\/technology\/fcc-considering-hybrid-regulatory-approach-to-net-neutrality.html\" target=\"_blank\">the\u00a0New York Times\u00a0reports<\/a>.<\/p>\n<p>The so-called &#8220;hybrid&#8221; solution would establish a distinction between &#8220;wholesale&#8221; and &#8220;retail&#8221; transactions, and is the latest to gain traction among F.C.C. staff:<\/p>\n<p>It would apply utility like regulation to the wholesale portion, the exchange of data from the content provider to the Internet service provider for passage through to the end consumer. The retail portion, the transaction that sends data through the Internet service provider to the consumer and which allows the consumer to access any legal content on the Internet, would receive a lighter regulatory touch. The hybrid proposal has not yet been circulated by the chairman or his staff to the other four commissioners, according to people close to the discussions, who spoke on the condition of anonymity because of the still-fluid nature of the effort.
